Details: PRC is a program that helps families overcome immediate barriers and achieve or maintain self-sufficiency. The program assists families from being dependent on public assistance. Eligibility for Prevention, Retention and Contingency (PRC) is contingent upon the applicant household's demonstration and verification of need for financial assistance, and the Huron County Department of Job & Family Services’ determination that providing assistance will satisfy that need. We are responsible for establishing objective criteria in determining eligibility. Applications for PRC must be approved or denied within ten (10) days from the date the application was received at the agency. Every effort will be made to approve or deny applications as soon as all necessary eligibility information is submitted. This will be done in a fair and equitable manner. Eligibility will be carefully evaluated on a case by case basis. All household earned and unearned income shall be considered in the income budget. Once eligibility for PRC is established, a payment for the assistance, goods, or services is issued by way of a voucher. Huron County Department of Job and Family Services ensures that its policies meet all auditing requirements. Purpose of PRC: To prevent families from becoming dependent on welfare programs; To prevent and reduce the incidence of out-of-wedlock pregnancies; To encourage the formation and maintenance of two-parent families. If the family expenses exceed the monthly income an additional budget session will be required. Huron County Department of Job and Family Services reserves the right to deny if PRC will not prevent future reoccurring expenses. Fleeing felons and those that commit OWF fraud are not eligible. Due to Huron County’s high unemployment rate and the high percentage of residents at or below the poverty level the services will be offered up to 150% Federal Poverty Level. In order to apply for benefits under any program, an application must be completed and returned to Huron County Job & Family Services. Applications can be completed at our office during regular business hours. A face to face interview will be held.
