Details: MCS Community Services (MCS) was created to administer social services grants in order to meet a regional need for such services as the Low Income Home Energy Assistance Program (LIHEAP), the Weatherization Program, Department of Human Services (DHS) programs, Health & Urban Development (HUD) Transitional Housing, and Community Services Block Grant (CSBG) programs. These programs were under represented in Morgan, Cass, and Scott Counties in the late 1970’s. As a result, the Morgan County Board of Commissioners responded to a solicitation from the Illinois Department of Commerce and Community Affairs in 1980 to operate the Energy Assistance Program for the three counties.
